NEW BEDFORD — This year's scallop catch is expected to come in lower than in previous thanks to the tightening of catch limits, local industry leaders say.

Carlos Rafael, who has 11 scallopers, said the new regulations cost him $6 million off the top, or as much as $600,000 per boat.

Despite the challenges, Rafael said that like last year, he's having a great year — just not the best year.
